So after reading a discussion on the viability of White Witch in 300 no tactics, I thought I'd mock up a team and see if you guys had any input.

90 Sinestro (could also be Engineer)

It mostly profiles as an anti-Kyle and anti-Super Skrull/Engineer team, but I think it could fair well against various other teams as well. Any thoughts appreciated!
I'd definitely take Engineer over Sinestro. One of Sinestro's weak points, is being MC'd to attack a "friendly" character with the Quintessence TA (lowering its DV by -1 for the attack).
One character I haven't seen used at all, is U.L.T.I.M.A.T.U.M. Soldier. For 35 points, he prevents TA usage (up to 3 squares away) while also serving as a ranged harasser.
Replacements aren't considered a Tactic, per the Core Rulebook (""Replacing Characters", page 6; "Tactics", page 20) or Player's Guide (Part 1; "Replacement Characters", page 6).
Was this an exception made for ROC? If so, could you please provide a link? I've performed a search on this site, and haven't been able to find any documentation that supports this statement.

I'd ask someone in the ROC forum, like Howard Brock, because the winner of the most recent event (with results posted to realms) most definitely had a 'sideline' of some sort. It was in the ROC posted results of the guy who finished first place.
@ztune: Given all current official documentation and posted ROC rulings, a White Witch -> Black Witch replacement should be valid.
I've addressed this to Howard, although the proof is already in the number of ROC teams that have used replacements (ex. Hope Summers + Highfather) and Construct swaps.

The fact that Howard Brock himself played a High Hopes team should remove any doubts that sidelines are allowed.
I played a Highfather team in an ROC in November and was able to promote to Takion.
lol I don't own black witch anyhow, but I appreciate the rules clarification guys. I'm more interested in hearing what you think it's weaknesses are and how it'll do against ROC meta.
The team has a very glass jaw. If the opposing team drops despotellis you are in a world of hurt as the team has zero damage reducers. Harley Quinn, shatterstar, anything that can get in your face will also cause problems.
Engineer is a better choice than sinestro.
With no perplexes or prob you are going to have a hard time hitting Kyle raynor with the shield.
Slightly off topic, but is Agent 13's trait usable in ROC no tactics?

Obviously looking at the "themed team" requirement.

Theme teams are tactics, and you need a theme team to make her trait fire. Since the rules of the event prevent you from bring in a theme I'd think no
Inaugural Member of the Heroclix Hall of Fame.
