I'm trying to collect a list of figures that can limit or hinder (hinder being an extra action token or something similar) Move/Power/Combat Actions. I prefer Modern Age but anything you guys can come up with is fine by me. So far I've got:

AvX Professor X turns power actions into double power actions
I CAN'T LET YOU DO THIS: Professor X can use Mind Control and is not dealt unavoidable damage from it. Opposing characters within range must be given double power actions instead of power actions.

He is expensive to field, and hard to make a theme team out of, but in my book the best of the bunch is LotR 209 Sauron
FROZEN WITH FEAR: Give Sauron an epic action and choose one opposing character for each 200 points of the build total. Until your next turn, the chosen characters cannot be given move actions or power actions unless there are no other opposing characters.

Just FYI, in case you're not aware of it, the Green Lantern power battery resource limits each opposing character to one free action per turn.

Play this guy plus 249 point Validus in high point games. That's because people still love to include chase Thanos and his "summon my greatest enemies power". You can bet money on it any time someone announces "1000 points, Golden age! LOLZ!!" These two will wreck that Chanos killbox. Then they'll wreck Chanos. (It still bothers me more than it should that Sauron does not have the Mystics TA!)
