In both cases, the answer is only yes if the standard/larger figure can use carry normally. Any normal/larger figure can carry a Tiny figure because of the Tiny Size ability, but only a flier, transporter, giant, or other figure that can use carry could carry in addition to the Tiny Size.
So when a flier (as an example) carries a Tiny figure, they can do it "for free" (no modification to speed) and they can also carry another Tiny or normal sized figure "normally" (-2 speed). This isn't in the rulebook, but on the PAC.
