I assume you are asking in reference to this?
Clicking the Dial - When you remove an ID Card from this resource using its Call in Help ability, you may roll a d6 and turn this resource's dial clockwise that many times. When a friendly character takes damage from an opposing character's attack, after actions resolve turn this resource's dial once clockwise and then turn it a second time if the damage assigned to that character was 3 or more. This resource's dial can't be clicked beyond click #25.
Beyond that "assigned damage" isn't really defined in the rulebook. Based on that ruling, "assigned damage" seems to be "damage the character would/will take barring shenanigans like KO clicks and the like".

Two completely different situations.
Super Senses evades an attack. There was never any damage involved at all, since you failed to successfully attack the target.
Impervious is just a damage reducer. No different than Toughness or Invulnerability. All the die roll does is reduce damage to 0.

The damage assigned is generally your printed damage divided and assigned to your hit targets.
You have a 6 printed damage and hit three people. If you split that as 2, 2, and 1, then you assigned 3 to one guy, assigned 2, to another, and assigned 1 to the last one.

Super Senses no. Damage can only be assigned to a hit character.
Impervious yes. In order to be dealt damage the character must be assigned damage.
