Actually, Juggie called the 800 number, but aside from that, Logan has pretty much summed up Juggherhead joining the team, but not so much the sudden halving of his powers.
I think that Mr. Austen plans on using it as an upcoming storyine if it helps, I'm kinda envisioning Cytorack realizing it's had Putz for a champion and yanking the power, And Cains size and strength being attributed now to him being a latent mutant(Or something equally as X-ish)
Juggernaut has been not so much evil, as a guy with a lot of anger issues. His rage toward his step or is it half brother Prof. X, and the bad influence of his best friend Black Tom doing him no good. In the Ultraverse Exiles book, Juggy did a good job at heroing when he ad a chance to start fresh. His love for Amber doing him a world of good. I would like to see an explanation of what happened with that. Did Amber just fall out of existence when The UV was absorbed into The MU? I hate dangling threads.
Couple Juggie stories from the past. One time he was relazing when Colossus accidentaly spilled beer on him. Resulted in a big bar fight between them while Logan and Kurt just watched. After the fight Juggie tossed out a huge wad of cash to help pay for the damages.
Sure he has nothing against causing mass destruction or even killing, but I don't think he has been portrayed much as being downright evil.
Didn't look much at the Ultraverse stuff, but I seem to recal he was powered down there too. Blamed it on being in a different universe. Honestly the writers kinda have to do that. Normally he can take on teams of heros by himself, put him on the team and there ain't much they can't take on. So to keep the fights interesting the have to power him down, by whatever excuse.
Oh yea, and the Black Tom reasoning doesn't pan out as Juggie is not a mutant.

but he has a latant mutant gene, which seems to have been activated and crafted by the ruby. So at this point, he is the ruby, so i guess he could have some power drained.
To tell you the truth, i think they just wanted him to be beatable, cuase previously, unless you had a mentalist, you cant even come close to beating him.

I have not seen anywhere it says he has any mutant genes, latent or active. His powers come from the cytorak ruby. Once he and Dr. Strange ended up meeting Cytorak himself, Juggie made the mistake of fighting against the guy who is the source of his power.
Basically, the reason Cain' powers are getting weaker is because he is now sharing them.
Juggernaut has always represented a physical form of cytorrakk, sort of an avatar, but the demon cytorrakk has chosen a NEW avatar and has sent him to track down and kill Juggernaut, so he can reclaim the full power. Its an upcoming storyline in uncanny X-men.
It's surpising that Cain Marko still has the power of the Juggernaut at all, considering that Cyttorak, the demon-god that grants him his power, must be seriously pissed off at Marko for betraying him during the 8th Day crossover. TNC's explaination sounds good, now let's just wait and see if he's correct.

You're probably thinking of the X-men Evolution TV show. In that, they say that his 'latent mutant gene' was activated by a mystical gem.
Magneto uses the Cytorrak gems to enhance mutant powers in the 1st season finale.
In the 4th season (just beginning) they're taking on Apocalypse. The story has taken a darker turn this time... it's really good.
I guess i might have been thinking that, but I could have sworn he had the mutant gene but it was never activated. Which would give some reason for him to have power, even though Cytorrak is seriosly pissed at him.

i think juggernaut should have some charge and impervious.. hes made of magic and he charges at wut ever he hits. they ####ed him over wit all that extra battle fury, i know thats his thing but still
