I heard there was ruling that Plasticity trumps IM: Characters (improved moment character figs needs to stop movement and break away by rolling) but cant find such ruling from here or Wizkids rules forum. Can someone ruleswise correct that I am wrong or point to possible ruling?
Plasticity does nothing to characters that can ignore other character for movement.
However, there are a couple characters that can use special versions of Plasticity that does so. Here's a couple:
SUFFOCATE: Ultimate Clayface can use Plasticity. Opposing characters adjacent to Ultimate Clayface can't automatically break away and can't ignore Ultimate Clayface for movement purposes. When an adjacent character fails to break away from Ultimate Clayface, it is given an additional action token.
PILOT ABILITY: CUFFED TO THE BUMPER: Prerequisites: Any character with "GCPD" or "Gordon" in its name. GCPD Cruiser can use Plasticity; characters that can automatically break away or ignore characters for movement purposes do not automatically break away or ignore GCPD Cruiser for movement purposes.

Plasticity will trump all Hypersonic -which uses IM: 00 and Flight which can use IM: 00->
There may be someone confusing the two interactions.
I've completed collecting the IC, CT, XP, CM, Ult, MM, FF, AW, Sin, SN, AVE, M&M, SI, HoT, WoS, GSX, CA, IH, GG, AVM, CW, M10th, ASM, IM3, WK11-16, FI, WX, T:DW, CA:WS, IIM, DoFP, DP, GotG, AoUM, AoU, AVAS NFAoS, CACW, UXM, SFoes, DXF, GotG2, ADW, WI, MT T:RM, AI SW:B, EX, ABPI and X:DPAS sets.
Looking to get PR Professor X (W/X-Men) and pre-release "IC" Wolverine.
To be clear, that is only if the character with HSS starts based to the opposing character with plasticity. If it is in the middle of the HSS action, he wouldn't have to roll breakaway.
PLASTICITY This character adds 2 to its d6 roll when breaking away. Opposing characters can’t automatically break away from this character and subtract 2 from their d6 roll when breaking away from this character. Opposing characters entering a square adjacent to this character must end their movement, even if they would not have to do so normally.
Based upon plasticity what happens is that anyone with HSS who does not have ignores characters would immediately stop when becoming adjacent to an opposing figure during the move portion of HSS and thus ending the HSS. However, they would still get the close combat attack granted by HSS.

90% sure that a Hypersonic individual is going to have to stop if they make a Close combat attack or pass by a plasticity character.
Actually, if you get stopped by a character with Plasticity (which is 100%, btw, barring characters), you don't get to make the attack at all.
sometimes things get ruled differently than i think they mean, or as you pointed out there are things i miss, hence the 90% cause I can admit I'm wrong
