Seriously, though, bystander tokens are characters. They have special KO rules (since they don't actually have a KO line) and don't count for/against themed teams, but otherwise just plain, ol' characters.

Read the rules. They do a body good!

Bystanders are characters. If they are on your force they would be friendly.
