Could a character who can mind control friendly figures use the mind control on Pharaoh to give a free action to move the falcon, then Iron Pharaoh take his own free action to get to make attacks through the falcon?

No. You can give that free action to Iron Pharaoh only once per turn. Friendly MC no longer affects that in any way.

So you can't friendly MC to use a free action you've already used? I knew you couldn't abuse multiple uses of once per game effects this way, but didn't realize that applied to regular free actions.
