How does the carry damage work? 1 to the taxi or 1 to the carried figure?

Is it just me, or is this map really hard to see? The green lines for hindering seem to blend into the background, and all the stuff around the edges covers up a bunch of the grid numbers.
Ya it is pretty terrible. The collector image in the bottom right is dumb too.

Both have toughness and will reduce the damage to 1 total to each. 1 SA Arrowette, 1 AST Red Tornado (TK).
