Because the power action to call in characters specifically states that it is given during the beginning of the turn it does not end the "beginning of the turn" so you can still use free actions such as leadership and poison after calling them in.

Yup...been that way for a long time, too.
Starting back during Legacy you could use ICwO to give a character a power action to get Outwit from Oracle, then use that Outwit, then use Poison.
Heck, you could even do that multiple times without leaving the beginning of the turn.

No, actually. You're conflating two very different rulings. GA's Tokens are just something he starts with, so he gets those. They are not a triggered effect. Called In characters cannot trigger any "at the beginning/start of game" effects. "Begins/starts the game" is different from "at the beginning/start of game".

When I posed the Captain America question to the official rules forum, they rejected it and linked the Green Arrow ruling and said that it had already been answered. I assumed that meant that he does get his tokens because it is the beginning of the game for him.

As others have already said in this thread there is a difference between "begins the game" and at the "beginning of the game". Green Arrow gets his arrow tokens because his trait is worded "begins the game", Falcon Cap doesn't get his birds because his trait is worded "at the beginning of the game".
On the thread on the forums (pg 5) you are looking for the ruling on Rick Jones POGs which is the "beginning of the game" ruling.
