Rocket-Propelled Grenade: When Punisher hits a single opposing character with a range attack, instead of dealing normal damage, deal the target 4 damage and deal each character adjacent to the target 3 damage.

Punisher is given a ranged action to make a ranged attack against Kingpin. Kingpin has a friendly Hand Ninja adjacent to him and within Punisher's range.
questions:
1. the gatling gun locks the range and damage values, so am i correct in thinking that the first attack will do 3 damage and not 4 from the attack power?
2. are the following attacks after the initial attack with the gatling gun also with locked values?

I was checking this myself and I think the E&C threads have changed the definition of "normal damage". Not 100% sure on this but I don't remember that entry being so wordy before.
NORMAL DAMAGE
[C]Damage dealt from an attack using the attacker's damage value is called normal damage. The damage type may vary (standard, penetrating, unavoidable, etc.)and the damage may be divided up (if targeting using ;Bolt; 's) but the attack is still considered to be dealing normal damage. When an attack is no longer dealing normal damage, it will use the phrase "instead of normal damage" and you will deal the specified damage, or apply the specified effect, instead of dealing the attacker's damage value to the target(s).
[C]If you used ;Bolt; 's to target multiple characters, or an effect instructs you to “divide the damage”, you divide and assign the attacker’s damage value between all hit targets. In all other cases, the character’s full damage value is dealt to each hit target. When dividing the damage, you may assign 0 damage to a hit target, but all damage must be assigned.
[C]If a game effect will cause an attack to use a non-damaging effect instead of dealing normal damage, then effects that increase damage dealt will not apply as no damage is being dealt by the attack. This does not make the attack an "attack that deals no damage", so a critical miss will still cause the attacker to take 1 unavoidable damage.
It seems from the wording "Damage dealt from an attack using the attacker's damage value is called normal damage" that the Gatling Gun is not dealing "normal damage" because they do not use the attacker's damage value. However it does not state "instead of normal damage" so it's a bit tricky. Punisher's SP clearly says "instead of dealing normal damage" so it doesn't deal normal damage. So one effect may or may not be dealing normal damage and one effect definitely doesn't. Not sure what happens if two effects, neither of which deals normal damage, are taking effect at the same time.
Maybe Wizkids don't intend for the two effects to work together or maybe they do - probably best to check with them for a ruling.

The Gatling Gun replaces and locks the Damage Value and then uses the Damage Value. So it is using normal damage.
The RPG replaces the normal damage dealing process with a different way to DEAL DAMAGE.
So as mentioned by Harpua in the other thread...
The Damage Value will get replaced and locked, but RPG doesnt really care what the Damage Value is when it goes to DEAL Damage.
