Fantomex is so versatile for Xforce. On an outdoor rooftop he dominates with his stealth/RS, adding EVA is even better. His CR needs the use of his stealth. Double EE for the win.
Unless I missed something, E.V.A. is not removed from the game when she is KO-ed and is placed right back on the card. Meaning you can just keep throwing her out there. Wow, this piece is pretty good by itself, but with E.V.A., Fantomex is brutal- just be sure to find some elevated terrain at the end of your turn. You would hate to get caught in the middle of the street with a 16 DV and CR, that will ruin your day real fast.
I just ran this Fantomex on the Zipline Park ROC map. (http://www.hcrealms.com/forum/showthread.php?t=567849) The Ziplines worked very well for his Roof-Running Gunfighter special power, although after running Uncanny X-Force a bunch, I think I still prefer DXF027 Fantomex.
Win/Loss: 2-3 I like this Fantomex mainly for two reasons - the cost and the range of options. A solid sniper that packs his own Outwit as well as the freedom to hang around elevated without fear of being targeted via LoF, Fantomex has just enough oomph to harass. Pushing is rewarded with a bump up in his attack value, he is solid for his first 4 clicks. The cheapest Fantomex you can field.

Reason: Update W/L 3/22/19
Visible Dials and Pushing Damage need to be optional. This is the way.
He’s really good for what he brings to the table. Park him on a good square of elevation, pop off EVA and let him go to work. Only way I can see him being better is maybe Prob Control but with the stat dropping him and EVA do, he’s well off
Could the old E.V.A. bystander be used with this Fantomex? It doesn't say which E.V.A. bystander in the following power:
E.V.A.: Fantomex starts the game with an E.V.A. bystander on this card. While E.V.A. is on this card, Fantomex can use Super Senses. Give Fantomex a power action and place E.V.A. adjacent. When E.V.A. is KO'd, place her on this card.
He deserves more than 3 stars for sure. With E.V.A. you get a free taxi, plus Outwit, and her special power is essentially +1 attack for Fantomex (which he definitely needs, fair enough). The ability to freely running shot along roof edges to get the perfect LOS is great, so many times I've had to place a heavy object is the exact spot I plan on putting a stealthy ranged attacker and then eventually been forced to leave the safety of the hindering to get an attack off but he's safe anywhere. Anything will seem poor compared to the WATX but I'm a big fan of the character am not disappointed.
