When viewing split-cost dials, I often think of them as the lower-point 'plus an upgrade'. From that perspective, it is clear that the extra 90-points for the full package is well worth the investment. Top-dial mobility is key for a tent-pole figure like this, but be careful not to run away from the rest of the force. The Super Strength is slightly more useful (under 2017 rules) on the full dial; by the time he has it an end-dial it becomes a much more situational power.

No, he's from What If Spider-Man Kept the Alien Costume and in that book the costume isn't a symbiont it's full on parasite that prematurely ages Peter to death. The alien costume is remorseful about having killed Peter and explains that's how his race feeds they jump from host to host. The costume bonds to Banner out of a desire to show it can be benevolent by draining Banner of his gamma radiation thus ridding the world of The Hulk forever. After curing Banner it jumps to Thor and Black Cat has had enough she wants it dead for murdering Peter but Reed Richards wants it kept alive for study. Before the costume can fully bond to Thor, Blackbolt screams at Thor leaving the costume begging for it's life, and then Black Cat grabs a sonic rife to finish the job of killing the costume. Hulk wearing the costume takes up all of about two pages and there is a cool shot of Hulk taking out a swath of heroes with a giant tree.
