TRIO ATTACK: Give Avengers Prime a double power action. They can be given 3 close or ranged combat actions as free actions, each targeting a single character. These free actions may be used to activate the same effect.
Here is the power in question for those of us reading the thread and unfamiliar with the character
Flurry doesn't activate the DDM at all it's the only power that doesn't so yes AP could pick Flurry 3x and never trigger the DDM
are you sure? I thought first flurry attack would be for 6dmg each attack, then second flurry, because it is a second attack, would be for 5 both times, followed by another flurry for 4 damage both times

I'm afraid that you are misstaken. Flurry do activate the DDM.

Give this character a close combat action. After the close combat attack resolves, it may make a second close combat attack as a free action. The first attack doesn’t activate the Damage Depletion Modifier.

because the DDM isn't active for the first attack it's not active for the second one either
So AP uses flurry again The first attack doesn’t activate the Damage Depletion Modifier.

Well then that's a change which must be coming in the new PAC because Flurry has never worked that way before. Flurry has always been exempt from the DDM rule

Flurry has worked like that since DDM was introduced. The quote is from the 2014 PAC.

rinse & Repeat
It specifically states that it's the first attack that doesn't activate the DDM. Which means just that. The first attack. The second attack will still activate the DDM.
If it meant both attacks then it would actually say so rather than just "The first attack...".

The power was errata'd before the PAC's release to include the second attack
Flurry hasn't received errata of any kind. You even quoted Flurry a few posts up, and bolded the relevant part. I would love to know where you're getting this idea that the second attack doesn't trigger the DDM, because its certainly not from any actual rules source.

Flurry
[C]Any powers that are not in use by the attacker when the first attack is made with Flurry can’t be used for the second attack. Any powers in use for the first attack are in use on the second attack unless the power has been lost (such as no longer appearing on the dial due to healing or taking damage
However, the DDM isn't a power so this doesn't apply.

You mean this?

It doesn't apply here as that exception to the DDM rules is not a power. And even if it did apply, it specifically states that it is the first attack that do not activate the DDM, which effectively overrides the above clarification.
