If I have a character that can destroy blocking terrain with a RANGE action, can opposing characters draw LOF to that character for Probability Control purposes for that RANGE action even if the only LOF can be drawn through the soon-to-be-destroyed blocking terrain? I guess the question is, what is the timing of Probability Control? Does it take place once the blocking terrain is destroyed?

Edit: whoops misunderstood the question. Um no if their person doesn’t also ignore blocking BEFORE the blocking is destroyed , they can’t see to use PC
Assuming you mean improved targeting (which only works on one piece of blocking terrain), the PAC says that it isn't destroyed until after the attack resolves, so they won't be able to draw line of fire to you, assuming they don't have any special form of Prob
RANGE: If this character’s damage value is 3 or more, destroy a piece of blocking terrain or KO an object, within range and line of fire. (This isn’t an attack.)

Let's say the opposing figures in question are on opposite sides of the wall, therefore (sans Blocking Terrain), no LoF between the two can be drawn.
Next, the RANGE: DESTROY action happens and it is successfully destroyed.
Now you can check to see if the opposing PC fig has LoF through the debris hindering square. They can use Probability if they have LoF to anyone attacking or breaking away.
Note: They couldn't use PC for two reasons, first was a combination of timing and LoF. Second, the RANGE: DESTROY action is not attack and is not affected by PC.

I'm fairly certain the OP is not referring to a RANGE Destroy Action in their question. It seems they are asking about destroying blocking terrain during an attack using Improved Targeting.

Possibly, there are a few assumptions based on the detail provided but Improved Targeting wasn't mentioned in the post.
