It can not be used to target Power Cosmic because that is a team ability and not a power. However, it 'can' be used to target a power on a character that has Power Cosmic, as that only protects against Outwit specifically, and this special power is not a variation of Outwit.

I suggest Willpower as an option ...

Everything Sassamo said is correct. Main takeaway is that Team Abilities are not Powers, they are a type of Ability, which is a completely separate game concept.
