Hey! New player here, with almost half a year of experience! I've got a Question!

Does the Pym Pocket Tank Break Theme teams? It says on the card "PERSONAL CRAFT: PYM: A themed team may include Pym Pocket Tank and is still a themed team as long as a character named Ant-Man, Giant-Man or Hank Pym is on your force." But Competitive teams such as the Blackbird X-men team are using it and still considered as a theme team without using Ant-Man or Giant-Man. Can help explain this to me? Thanks!

That trait is kind of confusing since it is totally worthless now, but the tanks were designed under the old rules.

To expand on Zandig's point, there was a point in time when the Pocket Tank was not considered a bystander.

Under the current rules, it is.

Hence the trait.

Do bystanders increase Theme Team count towards map roll?

No. They don't count towards theme (for or against) for map roll.
