ok so, with the errata, does it mean:
1. can i use my range if its higher?
2. does it give me range 4 if my range is lower?
3. can the range be perplexed if i have 0?
RANGE: IT:Red, Green, Characters, modify damage -1. Make a range attack with a range of 4 targeting a single character and roll a D6. 1-3: Immediately after resolutions, KO Batarang.
Question answers: 1) This replaces the range. Whether your normal range is 0 or 12, this replaces it to 4. You can still Perplex on top of the replacement. I'm pretty sure this change happened because a range 0 piece, such as the Batman which comes pre-equipped with this, is affected by the Rule of 0 and cannot actually make said attack without a range replacement or minimum range.

I appreciate the effort, but you are wrong, sir. If I knew how to post links here, then I would. But, I can tell you, with 100% certainty, that what you posted is incorrect.
@Orgamous, I can see why you'd think that, but it doesn't "replace" the range, so you can't modify it. It is a specific criteria that allows you to make a special attack with a max range of 4.
How much can you take, and keep moving forward?
The Green Lantern Corps is DC's version of the US Marine Corps.
It's telling you the range. That is a replacement. I don't see how there's any other way to interpret that. It's definitely not a maximum range. It would say a maximum range if that were the case. It's telling you what the range becomes for the attack. Can you provide any precedent for how this would not be a replacement?

It does not say that anymore. I put up the new wording. It was done like that because, Rule of 0 having been a thing, you were not allowed to make a range attack at all unless you had a base range above 0. The old wording technically did not give range. This was fixed with the new wording, keeping it simple by just giving range.
