Can I used wkMVID-018 Cyclops to call in avxG001r: Dark Phoenix Cyclops (Unique) since the clix has Cyclops in his name?

Setup - When you reveal forces, choose a character on your Sideline whose name matches the name on this ID Card and turn it to a starting line. That character is called an ID Character. You can't have more ID characters on your Sideline than characters on your starting force. UNIQUE.
Call in Help - Friendly characters have "POWER: If no other friendly characters have been given this same action this turn and this character is equal or more points than the ID character, place the ID character adjacent, then remove this ID card from the game and your opponent scores it. The ID character returns to your Sideline: at the beginning of your next turn, immediately if no square it occupies is within 5 squares of this character, or it is removed from the map by another effect. ID characters can't: be carried, be equipped, be given DOUBLE POWER actions, replace, or be replaced. ID characters can be KO'd.

(Improved) Nowhere to Hide: Improved Targeting: Ignores Blocking Terrain. When a ranged combat attack resolves, any blocking terrain along its line of fire to the target is destroyed.
(Special) Driven to Change the World: When Dark Phoenix Cyclops KO's another character with an attack, remove an action token from him after actions resolve.
(Attack) Waves of Destruction: Dark Phoenix Cyclops can use Energy Explosion and Pulse Wave. When he uses Pulse Wave and there is more than one character within the area of effect, his damage value becomes 7 minus his click number, minimum 2.
(Damage) Last Vestige of Power: When this click is revealed, stop turning the dial. Dark Phoenix Cyclops can't use the Multiattack ability and if he has already taken damage this turn, can't be dealt damage again.
I'd lean towards no, for the same reason that DrmngCelestial posted and because I'm fairly certain that ID characters with multiple starting lines have to be called in on their first starting line anymore(could be wrong on that, though).
And, admittedly, there are pieces over 1000 points, but more often than not, they're taking up the entirety of the build total.

Mace and Drmng hit the nail on the head. ID cards can still be used for lower starting lines.
