CLEAVE THROUGH THE HORDES OF THE DEAD: When Angela KO's an opposing character, you may give her a CLOSE or RANGE action as FREE this turn.


So I know Vulture is worded differently from Angela and that Angela has to use different close or range action every time she ko's.
So why doesn't vulture? and why can he keep using flurry?

It's the FREE vs. "at no cost" thing. You can't repeat the same free action by a single character in a turn.

NVM I think I get it Charge say's close at know cost also.

Correct, it's at no cost. The rule book covers the differences between No Cost and FREE quite extensively.

Also note, Angela was designed just as the rules were switching over. So she's weird anyway (and really is a bad example for that reason).
