As I read the rules, yes you can - you may perplex up any printed value on the dial - including range. Under the current rules, however, you couldn't use RCE with it, but in the new rules the only value you can't change AND use RCE is damage.

In the new rules, you can perplex up range, AV, and movement, and still use RCE.
