Recently I was playing a game and I had Divine Wrath face down on the feild. Because of its effect I am able to negate and destroy one effect monster on the feild. Afterwards my opponent had summoned Jinzo. Because of Jinzo's effect it negates all trap cards. Upon the summon of Jinzo am I able to use Divine Wrath to destroy him? I appreciate the help
Unfortunately you are not able to use Divine Wrath against Jinzo for two reasons.
First and foremost, as soon as Jinzo is summoned to the field, his effect is activated and all traps are negated. Since you cannot chain to a summon, only respond to it, you couldn't chain to its summoning. The only exceptions to this are Horn of Heaven and Solemn Judgement, which negate the summoning of Jinzo, thereby preventing it from ever activating its effect.
Secondly, and a point to consider with other monsters, such as Dark Ruler Ha Des, Jinzo's effect is a continuous effect, it is just always there. There is no effect "hook" in which to chain Divine Wrath to negate and destroy, such as the "hook" that exists when D.D. Warrior Lady activates her effect.
No Jinzo is a Continous effect and you may not use Divine Wrath on Continous Effects. A quick check on the Divine Wrath Sticky we have in this forum would have answered this.
