The Questions are :
1st -:
Can the Ritual Monster be special summond by Monster Reborn ? And if NOT can it be after playing the Ritual spell card ( and can the opponent reborn it after the ritual spell cards is playd by the player )?
2nd -:
Can a monster like Shinning Dragon be special summond with Monster Reborn ( like in the movie ) ?And other monsters that has only one way to be summoned with a bad condition ( like Dark Sage) ? And if the effect of the condition is MADE can it be Special summoned after the monster is dead ?
1. Yes, but only if the Ritual Monster was properly Ritual Summoned prior to being put in the Graveyard.
2. "Blue-Eyes Shining Dragon" cannot ever be revived, because of its text which literally states that it cannot be Special Summoned, except by Tributing a "Blue-Eyes Ultimate Dragon" on your side of the field. This means that BESD cannot ever be Summoned currently, at least not in the English game (and it won't be possible until BEUD is released in English).
I'd explain to you the difference between nomi and non-nomi monsters, but I'm sure someone else can give you a crash course on it, as I'm a little tight on time right now.

And one more question in the Joey The Passion Game when u discard the DarkNecrofear he cant be special summoned but if u remove the 3 fiends and it is destroyed it CAN be special summoned .... WHY ? is it like the ritual monsters ?
Now you may be asking what a Nomi monster is. A Nomi monster is a monster in Yugioh TCG that can only be summoned onto the field 1 way and no other ways. They tend to be very hard to play because of this as normal card effects like Monster Reborn and Premature Burial can't bring them back from the graveyard. For the most part once a nomi monster is in the graveyard that’s it for him. Only way to get the nomi monster back from the graveyard onto the field is to return the nomi monster to your hand, through cards like Monster Reincarnation, and to perform its specific Special Summoning Requirement again.
Now you may be asking "Well I now know what a nomi monster but is how I identify these creatures?" Nowadays Nomi monsters are easily spotted by the way their card text is worded. Specifically the text will state "This card can not be normal summoned or set. This card can not be special summoned except by.........." This is the specific text for nomi monsters in most cases. Bluntly these cards state that there is only 1 way to bring them onto the field.

Gearfried the Swordmaster
Effect Monster (Warrior / LIGHT / 7 Stars / ATK 2600 / DEF 2200)
This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of "Release Restraint". When this card is equipped with an Equip Card, destroy 1 monster on your opponent's side of the field.
This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by offering 1 face-up "Warrior of Zera" on your side of the field as a Tribute while "The Sanctuary in the Sky" is on the field. If "The Sanctuary in the Sky" is on your side of the field, discard 1 LIGHT Monster Card from your hand to the Graveyard to destroy all monsters on your opponent's side of the field.
Now some older cards fit under nomi but they do not have the specified text. Dark Paladin for example fits under nomi since the only way to Special Summon him is through a fusion summon and there’s no way to Special Summon him. Exodia Necross is another Nomi monster. Older printings of these cards do not word these as nomis although current printings do.

If the game were created here, then brought to Japan, they might call the monsters 'except' monsters. Nomi is, as mortals said, the Japanese word for only.
I believe one of the Japanese players here (or on another forum) brought up the Japanese text, and pointed out that the 'nomi' monsters had the 'nomi' text. Since then, they've been called nomi monsters.

Never ever take video game workings as game rulings. Dark Necrofear CANNOT be Special Summoned from the Graveyard by removing 3 Fiend-Type monsters be it properly Summoned before or not. When making the video games there are so many lines of code to be written that mistakes inevitably crop up in the finished game.
