Question 1 - (actually this one I'm pretty sure I know the answer to this one, I just want official confirmation.)
Can a Charge or Running shot figure make their attack if they move into hindering terrain thereby ending their move?
Question 2 - I know Hypersonic speed figures may not attack after they enter hindering terrain because when they enter hindering terrain it ends their move, and they must attack "during their move", so when does their "move end"? More specifically, if a hypersonic figure with a move of 14 squares moves 14 squares, can he attack after moving into his 14th square? Or is his movement over, thereby ending his opportunity to attack the way hindering does?
Question 3 - Can Enhancement or the S.H.I.E.L.D. team ability infict a point of damage when an adjacent figure attempts a Ranged Mind Control attempt on an opposing figure?
1. I don't see why not so long as it is at the end of their move. The rules do say the attack comes at the end of their (halved) move action.
2. He can attack anytime durring the move (the end would still be part of the move I believe - think of it as happening just before they stop).
3. I wouldn't think that either would because the rules state that there is no damage for mind control (except for a critical hit.) Incapacitate states that the damage goes to zero so that is why it should work with that.
I could be wrong on these but I believe these answers are correct.
Catering to the lowest common denominator since Feb 2003.

The move and attack parts of RS/Charge are separate from each other. You attack once the move part ends, for whatever reason. This can be either entering hindering terrain or coming into base contact with an opposing character. In short, yes, you can attack after entering hindering terrain.
Question 2 - I know Hypersonic speed figures may not attack after they enter hindering terrain because when they enter hindering terrain it ends their move, and they must attack "during their move", so when does their "move end"? The difference here is that, once you enter hindering terrain, your move immediately stops. With moving the full speed value of the figure, the move does not immediately end. It simply means that they can not move any further. So Nightcrawler can still attack after moving his full 14 spaces of movement.
Question 3 - Can Enhancement or the S.H.I.E.L.D. team ability infict a point of damage when an adjacent figure attempts a Ranged Mind Control attempt on an opposing figure?
Under the old rules, MC deals no damage (and cannot be Enhanced/SHIELDed) unless the MC attack results in a critical hit. In the new rules, MC doen not deal any damage under any circumstance. Even a crit miss does not deal damage to the MCer.
not to sure about the others be in Q2 the move ends after you have moved and/or done any powers (depending on power an player options). so in your example, you could move 14 squares, attack, then end the move.

So even a critical hit in Mind Control won't hurt the defender?
If you successfully MC someone and have them attack another character, if they roll a critical miss, the attacking character gets dinged for 1 correct?

In the new rule book, in the glossary, the entry for "no damage" says: "An attack that deals no damage may not have the damage further modified by powers or team abilities. Attacks that deal no damage deal neither critical hit damage to the target nor critical miss damage to the attacker."
If you successfully MC someone and have them attack another character, if they roll a critical miss, the attacking character gets dinged for 1 correct?
The attack made by the MCed character is a normal attack and follows the rules for said attack.
PsylockesLover - Thanks for answering these...I assumed that was how these things worked too. The problem is "Assumed" doesn't really help. Do you have an "official quote" either from a section of the rules or the FAQ or from Dr.Gandalf which covers these.:
For Question 2 - We need an official statement about when ones move ends. Someone could easily contend that once you move your full number of squares, your movement is over...therefore no Hypersonic. I didn't find any clear wording, in the rules or the FAQ, and while I suspect you are correct, you didn't quote any offical definition either.
Question 3 - The same argument for Question 3. The ruling in question was under the original rules, not the Indy rules, I found no clear statement that Enhance wouldn't work with Mind Control. Could you give me a page number or direct quote, in the Rules or FAQ which support your answer.
Sorry if I sounded argumentative...it's just when you judge these games it is handy to be able to point to the rules and say "here is the answer"....I couldn't do this for questions 2 & 3, thereby leaving me in the awkward postion of having to pull a ruling out of my butt, which leaves a bad taste in the mouth of the player the ruling goes against.
#2 -
Old ruling by Chapeau that I don't believe has ever been overturned:
"This is out of hand, folks. The question was if an HSSer could attack after entering hindering terrain. The answer to that is no, his/her move was ended. Normally, with HSS you can attack and move, move and attack, or move-attack-move. In the first, your movement begins with the attack, and the second, it ends with the attack. Entering hindering terrain pre-maturely ends your move (including the attack you may have been planning). Please, this isn't complicated, let's not make it complicated.
Chapeau"

Enhancement says to inflict 1 extra click of damage. If there's no damage (as opposed to at least 0 damage) then there can be no extra click. This is usually explained as Null + 1 = Null.
Under the current rules, a FAQ ruling has changed this Null to a 1 for critical hits so you get 1 + 1 = 2 for a Critical Hit MC with Enhancement.
"Sometimes it's a good day to die, and sometimes it's a good day to have breakfast.."
Double-a ... so what you're saying is that Enhancement works on a mind control attack...only if you roll a critical? no way, is that an accurate entupratation!!
And I did understand the Hypersonic speed thing...the reasoning there is that the attack must occur "during the movement" which Hindering puts and end to. My big wording question is an enturpratation of "Ending your movement" when you move your last allowed square of movement. So When Nightcrawler enters that 14th square, is not his move over? Therefore could he still attack? There is no clear wording that spells this out that I can find. Thus it makes it difficult to point out to players who are arguing this. I'd prefer to not be put in a spot where I'm ruling against a player based on my "opinion" of how a rule works. It can make for hard feelings, and might make someone think I am making a biased ruling.
i don't mean to sound stand-offish, but if you're a judge and are looking for official answers, might i suggest the judge's forum either here or on wizkids site?
it makes judges in general look bad when some of our number don't know the rules.
and no, i'm not saying that all the rules (especially the new as of yet un-faq'd ones) are clear cut. but the place to get official answers for judges is not on the common forums.
It was my understanding that this "Rules Forum" was here for people to get answers to "Rules questions". I have a question, I'm hoping for some help from anyone who has the answer. The Official answer could come in the form of a post from an arbatrator, or a post somewhere from an arbatrator that someone might point me to. Or even if someone finds the wording somewhere in the rules or FAQ that could clear this up for me. I do judge matches and want to make sure the rulings I make are the correct ones.
By the way there isn't a "Rules Quesion" section in the judges forum....it's right here where we're now posting.
Maybe I'm wrong here, but I think as a judge it is my job to try to make "Correct" rulings. If I have to ask questions to make sure I'm doing a good job, I don't think that's a sign I'm a bad Judge. I'd like to think I'm a careful Judge. I can't imagine that makes "Judges look bad". What makes judges look bad is when they make a ruling, then someone finds the wording in the rules or FAQ or somewhere that is contradictory to what the judge rules. Those players could feel cheated by a bad ruling against them.
And BTW, if you read these forums long enough you will realize that nearly everyone messes up a rule now and then. Even the judges, even me. But I do try to know the correct rules as best as I can.
On the contrary. Brazil should be COMMENDED if this is the attitude among judges. Somebody else out there could have the exact same questions which Brazil asked, and now they are answered. Plus it reinforces the knowledge for those of us who weren't 100% certain.
Judges are NOT the only people who need to know the rules. And this in NO way makes Brazil look bad. In fact quite the opposite. As I said, I commend him for it. What makes judges look bad is when I go to a venue, and the judge rules on something that I know with 100% certainty he is incorrect about. THAT makes a judge look bad. I prefer a judge who asks to get the right answer to a judge who is afraid to admit he's mistaken.
Sorry if this sounds like a lash against judges. It's not. Only a couple bad ones I've ever encountered. And it's to counter the assumption that asking a question in public makes anyone ever look bad.
