Technically, the wording says it doesn't have to be tribute set since it doesn't say so......technically. But I think they were going for the both Tribute Summon and Tribute Set, even though they didn't say it.
It says when an opp. atk.'s a monster that you have tribute summoned or set. Destroy all atking monsters and deal 1000 lp.
Does the set monster also have to be tributed? because it does not say tributed set..or something like that.

Now, when they declare the attack you destroy their atk position monsters and deal 1000 damage.
Can the tributed monster attack say for example three turns later and the I can use Blast Held By A Tribute and the effect still work even if the monster was tributed for 5 turns ago.

As long as
1. it was actually tribute summoned (not special summoned with tributing as a cost.)
2. not sent back to opponent's hand, deck, graveyard, removed area and then special summoned back.
