if two 0 atk monsters battle, would they be killed at the same time?
It doesn't matter if 2 ATK monster's battle with 0 ATK or 1000000000000000 ATK. As long as they have the same attack, they will both be destroyed in battle unless some effect says otherwise.

ONE point of damage is required for a monster to be destroyed in battle.
I agree with Magus, but I have no official ruling on it. I do, however, know of 1 ruling that supports the idea that it would not be destroyed. That Ruling is Sanga of the Thunder vs Waboku. Waboku reduces Damage of the opponent's monsters to 0. When Blue-Eyes attacks Sanga and has the ATK reduced to zero, even though 0 damage (which is all he can take) is being inflicted to Blue-Eyes, it is not destroyed.

While I'm glad you're on my side ( V ^_^ V ) there is a difference between a monster attacking with zero value and a monster who's under the protection of an outside source like Waboku.
I remember going through this discussion a LONG time ago, and it all came down to 'zero atk is zero damage' and would result in no monster being destroyed. I can't think of a ruling that supports this at the moment, as this is a part of the game's mechanics.
Attack Results: When the attacking monster's ATK points are equal to the ATK points of the opponent's monster, the result is considered a draw, and both monsters are destroyed.
Damage: Neither player takes any damage. Their Life Points remain the same.
It may seem weird because there 0 attack but its the point that the attacks are the same. Its common sense like if gemini elf attacked another gemini elf, they both die. But it really was a good question to ask in the first place

If Spirit Reaper has to inflict at least 1 point of damage for it to be considered Battle Damage, and therfore get his effect, how can ATK points of absolutly no value as far as the Game Mechanics are concerned inflict damage of any kind? It seems Konami/UDE has opted to define the letter of the law by ignoring the spirit of the law.

When you attack a 0 vs. a 0 you aren't worried about the battle damage that is delt, but what the ATK values of both monsters are. Yes 0 may constitute no battle damge to a player, but 0 still equals 0 no matter how you look at it. As such, battle calculation rules apply according to the rule book and not because 0 is nothing. It feels like the whole square is a rectangle thing but not always the other way around, and a Tribute sends a monster to the Graveyard by not always sending a monster to the Graveyard is Tributing.

Don't blame Konami. The Japanese Ruling (Source JERP) is that 0 vs. 0 will not destroy both monsters.
