quick question here...
Example: say I have a face up attack mode kinetic soldier and my opponent has a face up attack mode BLS-EoTB, and i have a limiter removal in my hand. If I attack BLS, could i activate limiter after kinetic soldier got his 2000 boost to deal them extra damage or not?

I guess in short: could you activate limiter during the "damage calculation" part of the damage step??

as far as i know you can activate cards that alter the atk/defense of a monster int he damamge step so yes you would be able to...

Actually, that is not correct. If you want to use the effect of "Limiter Removal" with "Kinetic Soldier", you would have to chain "Limiter Removal" to the effect of "Kinetic Soldier". Since the effect of "Kinetic Soldier" is Spell Speed 1, you would not be able to chain it to "Limiter Removal" (Spell Speed 2).

...which means that Kinetic would go from 1350 to 2700, and then gain 2000 to finish at 4700 :)

There is no way to get Kinetic to go from 1350 to 3350 and then Limiter to 6700
