Yes, it is perfectly leagal to do, but you probably don't want to chain. Let Archfiend's Roar resolve first, otherwise you cannot send the Special Summoned monster to the Graveyard through Alter of Tribute. Afterward, activate the alter and send it to the Graveyard.
