Hey, I needed to make sure I've been doing this right. I have a Boomerang (two targets and EE) next to a Psylocke. Now lets say my two targets are adjacent. Would they both take four damage, 2 (after enhancement) for being hte target and 2 for splash. (does splash damage get upped by enhancement as well?) I've been playing this team for awhile and whooping up, and just want to make sure its legit.

The last "official" answer I saw (over a year ago) was that you have it right. However, at about the same time, IIRC, there was a rumor that the addition for enhancement was under review. The review was prompted by those of us who judged both HC and Mage Knight. It was pointed out to the then rules arbitor that this wasn't the way it worked in MK (only 1 click for magic enhancement, no matter how many splashes), and why was it different in HC from MK, since enhancement and magic enhancement were similarly (if not identically) worded on their respective PAC/SAC. The initial reply was "they are the same, like I said." When he was finally convinved they differed, he said something about checking with the design team, and, as far as I know, we never heard of it again.

So the short answer is: right now, today, you're doing it correctly.

EE doesn't change in the new rules.

I never said it did. What I said was, once upon a time, there was discussion to make it one enhancement click per attack, like MK, but that nothing came of it (so far).
