searchers' effects like "Pyrimad Turtle" activates during damage step, and "Last Will" just create a state lets you summon the monster, so why can't it be during damage step? you are not activate the spell card "Last Will" itself, you just using the state created by it.
There are exceptions to the rule. Those exceptions are clearly stated on the card. Their being destroyed in battle is the requirement to activate their effects. These are called "trigger effects," which can be exceptions to the rule about activating card effects during the damage step. Also, why is there a need to use Last Will during the damage step?
Let me attempt to clear this up. First off, a reminder of "Last Will's" exact card text:
Last Will:
You can only use this card's effect once, and only during this turn. When a monster on your side of the field is sent to your Graveyard, you can Special Summon 1 monster with an ATK of 1500 points or less from your Deck. Then shuffle your Deck.
If your monster is on your side of the field and is destroyed in battle during a turn in which you had already activated "Last Will", you may Special Summon a monster from your Deck with 1500 ATK or less during the Battle Phase. The Damage Step has nothing to do with it. Straight from UDE's official site:
"If "Last Will’s" state is triggered during the Battle Phase by your monster being sent to your Graveyard, you resolve "Last Will’s" effect at that time (just like "Giant Rat") and the newly Summoned monster can attack before Main Phase 2."
Why it has nothing to do with the damage step? If the monster is being sent to the graveyard in battle, that means, it is sent during damage step, if you can summon a monster during damage step, your opponent cannot use "Torrential Tribute" or "Bottomless Trap Hole" on it.
Once "Last Will" is activated, it creates a sort of floating continuous effect that will happen when you a monster on your side of the field goes to your graveyard. It doesn't matter when the monster goes to the graveyard because you don't have to activate the effect again, it is already in effect.
The thing is, when you use "Last Will" 's effect, can you summon the monster during damage step of a monster of your is sent to the graveyard, thus your opponent cannot use "Torrential Tribute" on it.
ok, as you are saying, if you play last will, and then trigger its effect in the damage step, yes you summon during the damage step, and your opponent cannot use TT on it.
now the sonic jammer thing is kinda weird. since their is a ruling that says spiritualism cannot be activated, i'd say the same goes for amplifier. why is this weird? well their is also a ruling between spiritualism and spell cancelor. that ruling says that you CAN use spiritualism/amplifier if spell cancelor is present. so what, you say, well like sonic jammer, spell cancelor also says that spells cannot be activated. so this is quite weird in my opinion.
