During your Draw Phase, standby phase, end phse, battle phase ( start step, battle step, damage step, end step) can you start multiple chains during any one of these part of the turn?
Yes for all except for the battle phase. As far as I am aware of, you can only start one chain during the damage calculations....thats the impression I have and I may be wrong and if so, someone can go ahead and correct me. =)
generally, is there any exception? how come there is no offical rules about this, if you are using a machine deck, you "Limiter Removal" during damage step, your opponent "Magic Jammer" it, can you use another one during damage step?

During the Damage Step, there are multiple chains that can be created, but for each porition of the Damage Step there can only be one chain.
It is not possible to have the effect of "Kinetic Soldier" resolve before
"Limiter Removal."
In order to use both effects, the best you could do is chain "Limiter Removal"
to the effect of "Kinetic Soldier," but this STILL will not double that
2000 ATK increase because "Limiter Removal" resolves first.
(It has too: Kinetic Soldier is Spell Speed 1 and must be placed onto the
chain first.)

Now, by the way this is stated, you can only make 1 chain in the Damage Step for ATK/DEF modifiers (otherwise Kinetic Soldier could have resolved, and then Limter Removal could have been activated). As such, you could not activate a second Limiter Removal after Magic Jammer because that would be a 2nd chain.
