If nightmare penguin is attacked, his effect can occur. If swords of revealing light is played and he is face down, then he is fliped face up and the effect activates. If ceasefire is played and nightmare penguin is face down, then flip him face up. His effect still activates because he doesn't have "FLIP" text on the card, meaning he doesn't have a flip effect, just an effect when fliped face up. So cards like Blade Knight and, as you mentioned, Ceasefire, do not negate Nightmare Penguin's effect.

Yes, it will...
Nightmare Penguin is part of a more unique kind of monster. They are LIKE flip effects in the way that they work if flipped in any way unless negated somehow, but NOT flip effects exactly because cards that negate flip effects will not work on them.
When this card is flipped face-up, return 1 card on your opponent's side of the field to the owner's hand. As long as this card remains face-up on the field, increase the ATK of all WATER monsters on your side of the field by 200 points.
Note that it just says, "When this card is flipped face-up," and does not say FLIP: <effect>. So it doesn't matter HOW it gets flipped face-up, its effect will go through unless negated somehow, but will NOT be negated by cards that negate flip effects like Blade Knight, Ceasefire, The Spell Absorbing Life, etc since it is NOT considered a flip effect monster (one's that say FLIP: <Effect> )
