Why doesnt toon alligtor get the same effect as the others toons? His name says he is a toon but im just wondering if konami will change the text of it to go alogn with the much-needed-more-of toons

His name may be Sub Catagory toon, but he is not a Toon Monster, Nor is he an effect monster. He is a Repitle Card and a Normal Monster.
