Hex monsters do not have a good efffect. period. It would be better if they fusion summoned the monster but they special sumon it by fulfilling half of the monster material. Hint: If youhave the monster material then you should run polymerization and king of swamp since they are the most stable components in the fusion meta.
hex monster s will typically cost you 2 normal summons, two turns to work since both the material and the hex has to be on the field. Through you probably could have put a tribute monster in the hexs place to gain a stronger monster like jinzo or a monarch.
The hex monsters potentially best use is when you have polymeriazation and dark magician in hand you can use dark hex has a substitution for buster blader under the effects of polymerization to fusion summon dark paladdin.
Hex monsters are substitutes but probably should be run in a deck that already runs polymerization.
Dont forget Gatling Dragon, the only level eight fusion in the game today. I disagree with what you said about the Hex Sealed Fusions being not that good. To be able to summon without Polymerization is great, all you need is the the correct sealed fusion and then one of the fusion counterparts.
Heck, monsters like Blowback Dragon and Red Eyes Black Dragon, who make great additions to Machine/Chaos/Strike Ninja, and for the Red Eyes in.....Dragon decks, or it's own deck.

One of the fusion material monsters must be on the field, your opponent cant do that.

Actually...Gatling Dragon isn't the only level 8 fusion in the game...
Don't forget Sanwitch. I've been using The dark hex as a throw in card and its had its moments. Being able to trade my Sangan for a 2100 ATK wasn't too bad. Spirit Reaper for Reaper of the Nightmare was good too. And a number of decks main and side deck Blowback Dragon so there's another option. Enemy Controllers are a nice way to steal some fusion material.
The Hexs worked alot better in a chaos fusion I'm testing. I originally wanted to use the Thunder Dragons for something else besides discards. With the Light Hex and Ploy I tended to get Twin-Headed Thunder Dragon out 46% of the time. If WotBF were ever unbanned then the dark would be major fun.
The Hexs arent to bad. With Creature Swap, Enemy Controller, and the soon coming Brain Control; you can limit its drawbacks. You can also build an original Chaos deck! Its a fun card at the very least.
