With his effect of removing counters, do the counters have to be on him, or your side of the field, since it doesnt specify!?
This question is common sense...
Each time you or your opponent activates 1 Spell Card, put 1 Spell Counter on this card. Remove any number of Spell Counters to destroy 1 face-up monster on the field with an ATK equal to or less than 700 points x the number of removed Spell Counters.
With that bolded text, it's only obvious to assume you remove the counters placed on that card. Can't expect them to ALWAYS specify certain things on cards cause they hope people will be able to figure it out themselves.
Most cards that don't have the ability to have counters on them, like some trap cards such as anti-spell, are cards that allow you to remove counters from anywhere on your side of the field in order to activate the card. But otherwise, it is assumed that if you use counters to activate an effect, you have to use counters from that card.
