I was duling and came upon a question, can draining shield be used against king dragun?

I believe not, since I think it targets. Can someone confirm this?

The answer is yes, Draining Shield is an effect that does not target so it can be used against King Dragun.

Magic Cylinder and Draining Shield do indeed TARGET. So you wouldnt be able to use it on King Dragun.

I know Divine Wrath negates just the activation of the effect of an effect monster and destroys it so it will destroy King Dragun if its effect it used to SS a dragon, but not again the contious protection it provided to all dragons.
But wouldnt the Protection for Dragons protect King Dragun from being targeted by Divine Wrath?

The answer is no because Divine Wrath does not target.
