Okay, this needs work. First rule with the Dragon deck: Dominant Dragons don't work together...You have Red Eyes and Armed Dragon, bad mix, work with 1 type.
If your going Armed Dragon, then these could make for some good changes:
Armed Dragon is a speed deck. You could go from LV3 to LV7 in one turn. Add more options with another Masked Dragon, an Element Dragon, and a Twin Headed Behemoth. Also go with more offense by adding 2 Luster Dragons. Your main hitter is LV5 so add another one, a 5 star with 2400 ATK? Come on. For spells, since LV5 will cover for Vortex, you don't need it so sub it for Monster Reincarnation. Instead of IFB, try out a Book of Moon and 2 Controllers. Trapwise, Decree is a consumer card meaning that if active and you don't have an edge, your other Trap Cards become dead draws. I would take those out for Sakuretsu or Ruin simply because Armed Dragon needs Spells and Traps to protect it, it has control over monster removal.
If it's Red Eyes, then here's what could be done:
This one you may have to shift the strategy for. Switch a REBD for a 3rd Chick, add a Sangan, Twin Headed Behemoth, 2 Luster Dragons, and a Cannon Solider for tech. Why Cannon Soldier? Here's why...This leaves you with 1 exra spot in your monster area. Drop 1 Stamping Destruction and use that monster vacancy and throw in 2 Last Will. This way, you'll have more ways to get out your Chicks. Traps, same Sak Armor or Ruin for Decrees. Red Eyes needs that Trap protection just like Armed Dragon.
This is not only my opinion, I'm displaying this based on experience. Playing with different Dragon decks for 2 and a half years lets you learn a lot of things...
Just to let you know since your coming from experience on that one. Its impossible as far as I know unless of a ruling thats been previously unreleased or some strange new card =\ but you cannot go from the Armed Dragon LV3 to LV7 in one turn aside from Level Up! which would require the LV3 a Level Up a LV5 a Level Up and then a LV7. Which would be almost your entire hand, and would not be ANYWHERE near worth it. Just whatever though, since Level Up isn't just for Armed Dragon.

Sure you can, it takes a defeated Masked Dragon and the End of Turn.
Standby, LV3 goes to LV5. If the LV5's successful in destroying a monster in battle, it goes to LV7 at the End.
