In this case, no.
Magic Jammer is a Counter Trap, making it a Spell Speed 3 card.
The only cards that can now be chained to the activation of Magic Jammer is a Spell Speed 3 or higher card. Spell Speed 3 being the highest and ONLY Counter Traps right now.
So you could not activate Waboku since it is a Spell Speed 2 and you cannot chain Spell Speed's of lower speed than the one you wish to chain to.
I'm interpreting your question slightly different, so let's see if this answer helps too.
Yes, you can chain other cards, such as Waboku or Threatening Roar, to the activation of Heavy Storm, since they have no activation requirements and have the proper spell speed to do so.
However, if you've already activated Magic Jammer, then as HDI said, you cannot chain any other traps due to their spell speed.
You also can't do it the other way around...you can't activate what you want and then use Magic Jammer.
Magic Jammer, being a Counter Trap, must be chained directly to the card that you wish to use it in. In this case, Heavy Storm.
If you are to chain other cards in between the activation of Heavy Storm, like Waboku, then the last thing to activate in this case was a Normal Trap Card, making Magic Jammer illegal to activate since it is no longer able to directly chain link to Heavy Storm itself.

In a situation like this, you can only chain one of those two Trap Cards.
Link 1: Heavy Storm
Link 2: Waboku
or
Link 1: Heavy Storm
Link 2: Magic Jammer
You can only have one of the two possible chain blocks to occur. Magic Jammer has to activate directly in a chain to a spell card in order to negate its activation and destroy it. This isn't like attack declarations and summonings.
For example:
Responding to an attack:
Turn Player declares an attack with his Gemini Elf. Player B responds with Sakuretsu Armor. Turn Player chains his Book of Moon. Player B chains his Magic Cylinder.
Link 1: Sakuretsu Armor
Link 2: Book of Moon
Link 3: Magic Cylinder
Magic Cylinder negates the attack and does damage. Book of Moon flips Gemini Elf into face down defense position. Finally, Sakuretsu Armor resolves without effect.
Responding to a summoning:
Turn Player summons Sangan. Player B responds with Chain Disappearance. Turn Player chains with Torrential Tribute.
Link 1: Chain Disappearance
Link 2: Torrential Tribute
Torrential Tribute resolves and destroys all monsters on the field. Chain Disappearance resolves without effect.
Magic Jammer doesn't function like those above traps. It doesn't activate in response to anything because Counter Traps never can. There's one exception to that rule and I'm sure more will be created. That card is Negate Attack.

First of all, you can't do what rogerscollect is asking. Magic Drain needs to chain directly to what it wants to negate otherwise it can't be activated.
Secondly, you can activate magic cards you set the turn you set them as long as they aren't quick-plays.

No, because...
A.) Magic Drain has to be chained directly to the Magic Card. In this case, you'd be trying to chain Magic Drain to another Magic Drain, which can't be done.
B.) The first Magic Drain is now resolving with the discard and then the Magic Card would resolve normally.
You cannot interrupt a current chain by adding in new links.
