I have heard too many people say that Forced Back allows another summoning because it negated a summoning. I read the card like Solemn Judgment and Horn of Heaven -- it stops the summoning, but instead of also destroying the card, it just returns the card to the opponents hand. So, please, clear this up. Thanks.

even on cards that state the summon of a monster, in this game of yugioh, you dont get a "second chance" the fact is you attempted a nomral summon (as your allowed once per turn) and the other player activated a card that negated it. you dont get another summon or cards like solemn judgement and forced back would be useless.
the fact is they say "negated" so people who normal summon monsters with priorty effects dont get those effects.
Thanks for your help. I will be playing a local tournament so I will tell my fellow players. It says nothing about another summoning to be allowed on the offical site.
