I guess it depends on the Decktype. Just because it may happen to be WATER doesn't really mean it needs A Legendary Ocean...actually, any Deck that uses Field Magic or a few Continuous Magic don't really need the Frog at all.
And considering A Legendary Ocean makes otherwise 1-2 Tribute Monsters 1 Tribute less (most of the time), Frog isn't really needed for them either (Level 5-7 anyways).

I always run both. First of all, count on people targeting ALO to remove your advantage, and secondly, when combo's with giant trunade, it gives you a constant tribute engine without losing your ALO advantage.
Frog combined with mother grizzly+salvage and mostly -1500 monsters gives you a constant tribute engine. I play 5 tribute monsters in my water deck, 13 monsters of less than 1500 ATK, including the frog.
Meh..in my WATER Deck, I don't really use the Frog (he's sidedecked) since I actually WANT to protect my ALO instead of letting it die and hoping to draw another one later. This counteracts Frog too much to just let it be thrown in.
The thing is they tend to go for my ALO with a certain vigor, i'm bound to lose it in a few turns anyway. It's nice to know when that happens I have a frog in my graveyard. If ALO is out and I have the advantage, i'll use it. When ALO gets taken out, pop the frog for an instant mobius, or combine it with whatever you have on the field (with mother/salvage I constantly have 1 or 2 monsters on the field anyway) to bring out bigger hitters like levia-dragon or gogiga.
water monsters r very powerful especially with ALO u have gagagigio which is powerful by itsself and giga which can be summoned out with out a sac with ALO also along with bugroth u can attack directly and with mother grizzly u can search and with salvage u can recover. Treeborn is a great sac monster and it can sometimes be useful in a duel when ur opponent has only one monster and keeps on drawing dead things and treeborn will just keep on coming back.
Problem with Frog is that I (and from what I see, many) duelists tend to have at least 1 m/t down most of the time anyways, which is why I simply don't throw it into any Deck, even Water Decks. Sure it's nice to have IF you run out of m/t to use, but unless you're running a bunch of Tributes (which isn't really recommended for any Deck), Frog won't be that much use aside from a very easily penetrated wall.
I run a fair share of tributes in my water deck actually and generally opponents are so focused on getting rid of ALO, they find themselves on the receiving end of a high ATK monster more than once. Because of the fair share of tributes, I can usually set a mother grizzly first or second turn, that gets killed by the only monster on the opponents field, turn it in for treeborn and tribute it immediately to get a mobius or fisherman AND my frog in the grave from the get-go.
At that point its winning situation. if you never get any more out of your frog, so be it. But its still a whopper of a surprise when they finally get rid of your ALO, only to find themselves staring at another mobius or a fisherman, or because I tend to recycle my grizzly's, even a levia or gogiga.
And like I said a couple of giant trunades help a great deal, since you don't lose your ALO's and traps and still get the frog.
