Stealth is optional, so you can perplex your own pieces. Outwit, on the other hand, MUST have line of sight. If the target is on hindering, you can't outwit. If they're in the open, and you have a clear LOS, you can.

Yes and no. You can turn off stealth in order to perplex up a combat value but you can't reactivate it. It stays off for the remainder of the current turn and then comes back on automatically. Currently, the only affect this would have is opening your character up to LOF for probability controllers.
