ok I think the only way for this question to be answer is thought example

player 1: tribute off a monster and summons Zaborg the Thunder Monarch
Player 2: counters by chaining enemy controller and tributes off his face up shining angel and targets Zaborg the Thunder Monarch

my questions is does player 1 get Zaborg effect or does player 2?

I believe that player one will still get ot pull of the effect since you are player one is the one that successfully pulled of the tribute summon. But I would wait for a higher judgment too though.

Zaborg activated and selected a target already upon being Tribute Summoned by Player 1, by the time Enemy Controller could be chained...so the selected target will still be destroyed without Player B's consent unless the target was the one Tributed off for Enemy Controller...in which case, Zaborg will merely resolve without effect.

From my understanding you cant chain to a tribute unless the card says thats when it works. For example Horn of Heaven, am I right?

You can't "chain" to any sort of summon being declared.

You're not chaining to a summon, you are chaining to Zaborgs effect.

Yep...you're not chaining to the declaration of the summon...the activation of Zaborg's effect, which takes place AFTER it is summoned...
