1. Deigan Follower's ability. Am I right to assume, you must choose to use his ability right away after battle has been annouced...even before the destiny step?
2. I have ShiKami Follower (3 Tactics) and Loremaster (2 Tactics) in play. Can I dismiss Loremaster (after drawing my own destiny with their combined 5 tactics) to reduce my opponent's destiny?
3. Ikazuchi's ability requires an opponent to pay 3 energy to battle. What if he had one energy left to start battle but zero energy to pay for Ikazuchi's ability?
I think i might be able to help you with number 3, i'm assuming you mean ikazuchi tsv, but i think they start the battle, then they pay as much as they can of the 3, so in your case, they only have to pay 1 energy. i am not sure about that though
woops, i forgot to add 1 energy as in total energy you have to pay. So.. i'm saying your opponent has 1 energy total in his energy pile, so then he would pay that 1 energy to initiate that battle, then he pays for the tsv's effect, but since he doesnt have any energy left, he doesnt have to pay, and the battle continues as if nothing happened

You must use its ability after the battle has been initiated; in other words, during step 2 of a battle in the comprehensive rulebook (after the battle has been declared, paid for, and resolved ie taken off the stack - you're now "in a battle").

You may dismiss your Loremaster after drawing your destiny, but it will not affect your opponent's destiny. Destinies are locked as soon as they are drawn. The only exception to this is cards that specifically modify the destiny *as the destiny is drawn* - see a plethora of Maverick cards like Starhawk. They technically go on the stack targeting the destiny at the time the destiny is drawn, but do not resolve until the next step of battle; however, because of their very specific wording, they do change the destiny retroactively. Shikami Follower lacks that very specific wording, and thus can be used at any time, but only has an effect when used during a battle but before you opponent draws his or her destiny.

Ikazuchi TSV does NOT require the opponent to pay 3 energy to start a battle. It requires your opponent to pay 3 energy *at the start* of ANY battle that is initiated at that site (including ones you initiate). It is not a cost, it is an effect; thus, your opponent must pay as much of the 3 energy as he can, but he can still initiate a battle if he only has 1 energy.
