Multiple copies of Mask of Restrict, Forced Back, Divine Wrath and Pulling the Rug would be in it. Seems a deck like this would be very trap heavy. As monsters you could include some Dark Worlders to punish that Thestalos that seems to be used in triplicates. Some effect negation in the form of Dark Ruler or something similar would do wonders as well by rendering most of their tribute fodder (including Frog) useless.
Chaos Command Magician. He's immune to Raiza, Zaborg and Granmarg the Wind, Thunder and Rock Monarch's effects.
Forced Back. Perfect trap card on this one.
Divine Wrath. Just as good.
Despair of the Dark. Take that, Thestalos.
Fiends Hand Mirror. Take that, Mobius.
Skill Drain can be the most effective card if you use "Normal monster Deck" Or some kind of Skill drain deck.
If you realy want to take avantage to your opponent Monarch deck just play with 3 Pulling the rug. Your opponent will certainly tribute is own monarch for another monarch effect. so every turn you can have a chance to Destroy the monarch and the next monster that they will use for the tribute.

The point is you need to cover your options. You need to stop treeborn frog cold, and it wouldn't hurt to stop cydra and spy if you want to keep monarchs in the hand. Then you want to tech against snatch, brain control etc, and lastly you need to have something for when the monarch does come out. My competition deck from last format was heavily anti-monarch, playing ojama trio and kycoo the ghost destroyer to stop trib fodder, final attack orders to get a direct path to their LP via Weak trib fodder like Treeborn, malicious, spy and so forth, but also to switch my GAF and GEAF, generating massive LP loss and clogging their hand with monarchs.
yea spell shield has more options and you could have a dead spell in your hand and stop one they are relying on,ive been on both sides there. sure does make ya sweat.
If you mean cards that activate their effects when destroyed, there arent many that do burn damage:
Abaki (only if destroyed by battle, 500 damage to both players)
Mecha-Dog Marron (1000 damage to both if destroyed in battle, 1000 to opponent only when destroyed by an effect)
Phantom Beast Rock Lizard (2000 damage if destroyed by a card effect)
Kozaky's Self Destruct Button (1000 damage to the player that destroys it)
Black Pendant (500 damage, doesn't need to be "destroyed")
Fuhma Shuriken (700 damage, doesn't need to be "destroyed")
