Uh, maybe it's just me, but don't competetive Monarch decks run a few more... well, Monarchs?

Call of the Haunted is the bane of Treeborn Frog. Seeing as how Frog is the main summoning engine in many Monarch decks, I wouldn't suggest running it.
Stratos and Wildheart have absolutely no reason to be in this deck. The Lightning Vortex and Enemy Controller are kinda random too.
In exchange, you get a more solid summoning engine with a third Spell Striker and an additional RotA, as well as two more Brain Control; two more Monarchs to summon; and Confiscation, which is just a powerful card on its own.
3 Hydrogeddon, huh? That's still quite a ways better than Stratos and Wildheart. And if you don't have a second Zaborg, you could go with Thestalos or a third Raiza/Mobius, if possible.
I would have put in a third raiza if some punk kid didn't steal them. I personally don't like thesalos because of the dw randome splashes in my area, plus I already have a jinzo in there as well.
