Dr. G ruled shortly after the rules were released that a grounded barrier DID block line of sight from an elevated shooter. An official FAQ on the matter has not been done yet, so if you were playing in a judged situation, I would ask the judge how he or she saw it before you play - although technicly they should rule based on his decision, there's always the question of whether they are aware of it or not.
Can't help with the sentinel thing - I'm still studying how he now interacts myself LOL. Although I would guess no.

The Sentinel has some exceptions to the LoF rules (can see over characters and characters can see it over other characters, for example), but it must abide by all the other LoF rules of a standard character. One of those rules is: it cannot see over a Barrier, or be seen over a Barrier...
for now.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.
If the attacker and target are both on elevated terrain, and the Barrier is on grounded terrain, they are unaffected by the Barrier. This goes also for an elevated attacker to a Sentinel, since he is considered elevated when firing to elevated terrain.
However, a Barrier does block LOF from grounded to/from elevated terrain.
The thing about the Sentinel is, when he is on the ground, he is considered to be at whatever level his target is on for purposes of LOF (whith the exception of character bases).
NO FAQ handy, but the rulebook states that "Line of fire from an elevated attacker is not blocked by grounded blocking terrain or other characters, unless the terrain occupies the same square as the target." Further text in the Elevated Terrain section of the rules supports this, although the wording is a bit unclear at times.
So I've been playing that fire between grounded and elevated figures is unaffected by anything except the contents of their own squares -- meaning that barriers and figures don't block such LOF.

The rulebook has two conflicting sentences pertaining to blocking terrain and elevated attackers/targets. One line (the line you quoted) indicates that blocking terrain will not block line of fire. The sentence before it in the rulebook indicates that it does ("An attacker on elevated terrain can make a ranged combat attack targetting a grounded character as long as the only blocking terrain the line of fire crosses is part of the squares the attacker occupies.")
DrGandalf has said that the first sentence is correct and that blocking terrain will block line of fire.
