I know the Indy rule state you ignore terrain types for movement when soaring, but do you ignore terrain types for targetting?

If my OWAW Supes is soaring behind blocking terrain can he be targetted? If he is soaring over elevated terrain, can grounded figs target him even if he isn't on the edge?

I see no mention of ignoring terrain when targetting a soaring figure.

So, Superman can not be targetted by non-soaring figures if the LOF passes blocking terrain.

That's cool, but could I get an answer from a REAL judge? JUST KIDDING! I appreciate the help CM. That's what I suspected. My OWAW supes is now owed 3 clicks.
