As a person that has been playing Yu-Gi-Oh for more than 5 years, I do not know this for sure, because I hardly ever get into situations where it matters.

Is a good rule of thumb to know if it says select?

The whole point of this is that I do not think that Hate Buster Targets because

"Activate only when a face-up Fiend-Type monster you control is selected as an attack target. Destroy the attacking monster and the attack target monster, and inflict damage to your opponent equal to the original ATK of the attacking monster."

It only selects my monster, and destroys his because its the attacking monster, not somthing I targeted.

Judge?

Cards only target if you select the monster that they effect. Fissure and Smashing Ground do not target because you do not get to chose which monster gets destroyed with their effect, similarly Hammer Shot does not target.

Things that do target are cards like Offerings to the Doomed, Sakuretsu Armor, Magic Cylinder, etc. It would basically be the reverse of the rulings on Different Dimension Dragon
