Another dumb newby question:

Bullseye can shoot once at 3 damage with Ranged Combat Expert (all fine and good, never and confusion here)
OR
He can shoot twice, dividing his base damage of 1 up amongst the targets he hits.
So does one target take 1 damage and the other 0, or is the minimum done to each 1?
