Max Steiner just wrote up a game were he pulled off this maneuver with a SC Crane. If I remember correctly, he jokingly called it an "emergency combat drop". It strikes me as a fun desperation move and will definitely make your opponent do a double take.
Yeah, you can definitely pull of some interesting surprises if you know how to manipulate the forced disembark. Any VTOL transport can really abuse this if they want to, although it really isn't worth sucking needless clicks and giving your opponent twice the point cost in victory points. If anything, save it for something like a SW Lamprey where you want to be taking damage anyways.
You can only give the same unit 1 action per turn. So you cannot fire, push to load (get a salvage, and disembark order to clear tokens) to fire again. Against the rules, but it would be unloaded w/ no order tokens on it.
